O licenciamento de obras bateu os valores mínimos da última década, em todas as variáveis em análise. O número de edifícios licenciados registou uma redução média anual de 10,7% no 4º trimestre de 2011, fixando-se em 5,7 mil edifícios.
O número de edifícios concluídos registou uma variação média anual de 3,7%, fixando-se em 7,6 mil edifícios concluídos. Os fogos concluídos em construções novas para habitação familiar registaram o valor mais baixo desde o 1º trimestre de 2001.
Em comparação com o trimestre anterior, o número de edifícios licenciados registou uma descida de 6%, enquanto nos edifícios concluídos, os dados estimados apontam para um aumento de 1,9%.

No 3º trimestre de 2011, o índice de novas encomendas na construção apresentou uma diminuição homóloga de 20,8% (variação de -16,5% no trimestre anterior). Este agravamento foi determinado pelo segmento de Obras de Engenharia, que passou de uma variação homóloga de -8,1% no 2º trimestre de 2011 para -27,5% no trimestre seguinte.
As variações trimestral e média dos últimos quatro trimestres situaram-se em -20,1% e em -15,4%, respetivamente.

No 2º trimestre de 2011 foram licenciados 6,4 mil edifícios e concluídos 8,9 mil edifícios, valores que representam variações anuais de -10,4% e +9,4%, respectivamente. Mantém-se a tendência descendente no licenciamento de obras, verificada nos trimestres anteriores. Ao nível das obras concluídas regista-se uma recuperação, o que indicia uma maior concentração da actividade da construção na conclusão das obras em curso.
Em comparação com o trimestre anterior, o número de edifícios licenciados registou uma descida de 1,9%, enquanto nos edifícios concluídos, os dados estimados apontam para uma variação negativa de 2,4%.

O índice de novas encomendas na construção apresentou uma diminuição homóloga de 16,8% no 2º trimestre de 2011 (variação de -12,8% no trimestre anterior). Este comportamento foi significativamente influenciado pelo crescimento da componente pública do segmento de Construção de Edifícios relativa a edifícios escolares no 2º trimestre de 2010.
Excluindo esta componente, as encomendas recebidas pela construção diminuíram 6,3% em termos homólogos. As variações trimestral e média dos últimos quatro trimestres situaram-se em 11,6% e em -14,2%, respectivamente.

No 1º trimestre de 2011 foram licenciados 6,5 mil edifícios e concluídos 9,1 mil edifícios, valores que representam variações anuais de -9,3% e +2,7%, respectivamente. Estes resultados indicam que a trajectória descendente observada nos últimos trimestres se atenuou ligeiramente no início de 2011.
Por comparação com o trimestre anterior, o número de edifícios licenciados registou uma subida de 1,6%, enquanto nos edifícios concluídos, os dados estimados apontam para uma variação positiva de 3,9%.
